Government of most countries if not all, make it clear that it intends to put performance measures at the heart of managing its strategy for the provision of services to the country. The Balanced Business Scorecard is a framework to help organisations to clarify their vision and strategy and translate them into operational objectives that drive both performance and behaviour. Over the last decade the Balanced Scorecard has become established management best practise for the private sector but is equally applicable and beneficial for the public sector.
